Job Title: Field Officer – AGORA
Location: Borno
About AGORA
AGORA is a joint initiative of ACTED and IMPACT Initiatives, founded in 2016. AGORA promotes efficient, inclusive and integrated local planning, aid response and service delivery in contexts of crisis through applying settlement-based processes and tools. AGORA enables more efficient and tailored aid responses to support the recovery and stabilization of crisis-affected communities, contributing to meet their humanitarian needs, whilst promoting the re-establishment of local services and supporting local governance actors.
AGORA promotes multi-sectoral, settlement-based aid planning and implementation, structured around partnerships between local, national and international stakeholders. AGORA’s core activities include area-based needs and capacity assessments, evidence-based local planning, as well as support to area-based coordination mechanisms institutional cooperation and tailor-made capacity strengthening for local institutional actors.
The project Response to Resilience is being performed by a consortium of IRC, ACTED, and IMPACT. Based on the information delivered by IMPACT, ACTED and IRC will design their project activities. Those activities involve Community forums on the neighborhood level & city level, capacity development for decision makers & first responders, and resilience plans for the three targeted neighborhoods. In the framework of the project, IMPACT, through its initiative AGORA, will realize an area-based assessment in 3 target neighborhoods in Maiduguri. Household quantitative surveys with residents (hosts communities and IDPs), focus group discussions (FGDs) and key informant interviews (KIIs) with service providers will be conducted during the assessment.
In light of the displacement in the north-eastern part of Nigeria, ACTED has set up an office in Maiduguri to respond to the humanitarian needs. AGORA a joint initiative of ACTED and IMPACT Initiatives is therefore looking for a Field officer to support its mission in Maiduguri.
Functions
The AGORA Field Officer will be responsible for:
- AGORA Field Officer Under the supervision of AGORA Senior Field Officer will be responsible for hiring enumeration teams, training them on the use of data collection tools (ODK) and methodology, and leading the teams in the field.
- He/She will be responsible for logistical and technical support to the enumerators.
- Supervising Agora Field Assistant
- Establishment and management of key informant network
- Supervision household interviews and key informant interviews conducted by enumerators
- Contribution to secondary data review
- Facilitation of focus group discussions and key informant interviews
- Logistics support
- Translation of research tools
- Any other tasks need to ensure the success of the IMPACT mission in Nigeria
The staff member is also responsible for ensuring that all relations with the communities we work for are conducted in a respectful and consultative manner. Due attention must be paid to ensuring that communities are adequately consulted and informed about ACTED programme objectives, activities, beneficiary selection criteria, and methodologies. Background
- In recognition of the urgent need for data in further areas of Borno, Yobe and Adamawa, REACH intends to expand data collection in secure locations of Maiduguri, Monguno, Pulka, Mafa, Bama, Dikwa, Ngala, Damasak, Rann, Banki, Gwoza, Mubi and Gujba in 2018-20
- Through an H2R assessment approach, REACH will provide regular, reliable indicative tracking of humanitarian needs over time, to support in prioritization and identification of “hot-spot” areas witnessing a deterioration of humanitarian needs
- To ensure this data is directly informing humanitarian response planning, data will be shared through formal coordination structures, such as OCHA, the Inter-Sector Working Group (ISWG), and relevant sectors, with feedback from partners used for both triangulations of gathered data as well as to inform research design and geographical targeting.
- In light of the displacement in the north-eastern part of Nigeria, ACTEDE/REACH has an Office in Maiduguri to respond to the humanitarian needs. ACTED/REACH is therefore looking for a Field Officer, Ngala to support its operations in the most affected states.
About the Job
- The REACH Field Officer will lead enumeration teams of up to 10 individuals and be responsible to providing direction, logistical and technical support to the enumerators
- They will also support the REACH Assessment/GIS Officer/Field Manager/Senior Field Officer as needed; they will directly manage enumeration teams and ensure key informant networks are developed and maintained.
Summary
The REACH Field Officer shall be responsible for:
- Managing enumerators in teams of Data collection and quality;
- The REACH Field Officer will manage the data collection process.
- They will be responsible for ensuring the enumerators are following data collection procedures.
- Conducting monthly trainings on the tool for enumerators and reporting any challenges relating to data collection
- Weekly reports to the Field Manager on concerns.
- They will conduct daily briefings for enumerators to address any problems identified in the email updates from the database unit and Field Manager.
- Focus group discussion facilitation and analysis.
- The REACH Field Officer will facilitate or co-facilitate focus group discussions in the IDP settlements and provide transcription, translation and qualitative analysis of the results as required.
- Field FLATS support (finance, logistics, administration, and security)
- The REACH Field Officer will provide FLATS support to the Field Manager by filling and tracking order forms and tracking existing and incoming REACH assets in field locations as needed.
- They will also provide support in organizing movement of REACH teams to and from field locations, identifying accommodations and office space, and liaising with appropriate government authorities to ensure REACH can conduct activities as needed. In coordination with the Field Manager, they will manage the hiring process for enumerators and ensure their payments are processed.
- They will communicate challenges relating to FLATS to the Field Manager in a timely manner.
- Local Engagement and Any other tasks need to ensure the success of the REACH mission in Nigeria

Qualifications and Experience
- Minimum of 3 years of experience in humanitarian or development organizations, preferably in a field-based position
- Willingness and ability to work in a dynamic and fast-paced field environment for extended periods of the time required
- Bachelor’s Degree in relevant discipline (Social Science, Development) required
- Strong skills with the Microsoft Office Suite
- Experience using ODK for quantitative data collection, or the ability to rapidly master the process
- Experience hiring and managing casual laborers
- Experience conducting focus group discussions, or the ability to learn rapidly
- Positive attitude and a willingness to learn

Job Title: Fleet Assistant
Location: Borno
About the Job
- The Fleet Assistant is responsible to facilitate the operations in Maiduguri through facilitation of procurements as well as the oversight of transport planning, asset management and stock management of ACTED.
Responsibilities
- Responsible for vehicles to make available upon submission of weekly movement plan from all departments on every Thursday for out of Maiduguri movements.
- Account for allocation of daily cars for movements inside Maiduguri, reflected on display board
- Account for weekly drivers’ duty roaster on every Friday and flow of information to each driver regarding duty schedule for upcoming week.
- Allocation of car with driver for staff movement to/from airport in response of forwarded flight requests from Ops Room.
- Responsible for flight booking requests of Monguno drivers to ops room and swap between Maiduguri and Monguno on monthly basis
- Allocation of vehicles on every Friday for coming week based on submitted weekly movement plans.
- Arrange additional cars via FWA supplier, if received requests are more than available cars in pool.
- Adapt car requirements on daily basis upon urgent requests, approved by Logistics Officer
- Provide alternate solutions, in coordination with supervision of Logistics Officer
- Coordinate with Program Managers to inform them of any delay / problem in satisfying their request
- Coordinate with ACTED/REACH/IMPACT staff in field for fleet/fuel availability
- Prior check of car documents (ownership letter, registration, road permit), functional inspection, and test drive of cars before acceptance in pool
- Make sure that physical check of vehicle takes place before handing over from one to the other driver.
- Make sure that driver arrives half an hour before departure time.
- Ensure that “daily vehicle check list” is updated by the driver.
- Make sure that all vehicles are equipped with tool kits, fire extinguishers and 1st aid kits.
- Make sure that vehicles are properly parked within ACTED premises;
- Make sure that vehicle/fuel is not misused by either driver or traveling staff
- Make sure that each vehicle is having credited cell phone along with full battery.
- Account for the overall compliance with delivery and transportation management procedures;
- Any other task assigned by Log Officer/ CLM
- Make sure that all cars are having full fuel tank or at least half before parking
- Make sure that kilometres covered on log book, reflects correct fuel consumption
- Make sure that sufficient fuel stock is available on ground by FWA vendor for vehicles in field.
- Make sure that sufficient fuel stock is available in Maiduguri for generators and raise OF for stock replenishment, once fuel balance reaches to 600 litters each in office and Guesthouse.
- Make sure that contingency fuel stock (400 L) are available in office and Guesthouse.
- Follow up and Check of daily Log Books filled in by Drivers and staff;
- Collection of all Log Books from Maiduguri and field areas on monthly basis;
- Control the In and Out movements of all vehicles (ACTED and Rented) with movement register controlled by guards or specific setup of the base;
- Manage and control running costs of generator including fuel, repair and maintenance. Make sure that generator maintenance happens after completion of 200 running hours.
- Control regularly that all documentation required is filled in timely and precisely;
- Maintain one folder for one car having all documents related to that vehicle including car registration, ownership documents, route permission documents, insurance, OFs, PM, FWA Contract, monthly PO, Log Books, fuel slips
- Maintain a separate folder for generator log books, maintenance/repair track, fuel consumption
- Keep monthly fleet TITANIC in hard copies every month in separate folder.
About You

Essential:

- University degree or advanced training/ course in Business Administration, sociology, social work, international affairs, humanitarian or related field
- Fluency in written and spoken English. Fluency in local spoken languages.
Desirable:
- Previous working experience with humanitarian agencies
- Experience working with displaced populations.
